Who certifies Finnish education providers?
If you are evaluating a Finnish education partner, you are right to ask what their credentials actually mean. A number of organisations describe themselves as Finnish, Finland-backed or Finnish-certified, and those phrases carry very different weight. This page explains the landscape, including the limits of our own position.
- Education Finland is a national education export programme, operated by the Finnish National Agency for Education, the government agency responsible for education in Finland.
- It has a member list. Membership signals that a provider has been accepted into the national export programme.
- It is not an accreditation of a curriculum, and it does not make a school abroad a Finnish school.
- Nobody licenses the Finnish national curriculum for use overseas. The core curriculum governs schools in Finland.
- Anyone can check a provider's claim directly against the Education Finland member list.
What Education Finland is, and is not
Education Finland is the Finnish government's programme for exporting the country's education expertise. It sits inside the Finnish National Agency for Education and it maintains a published list of member organisations.
What membership tells you: the organisation has been accepted into a government-operated export programme, which involves a vetting process and an ongoing relationship with a national agency. That is a meaningful signal and not a trivial one to obtain.
What membership does not tell you: it is not a curriculum accreditation, it is not a quality mark on any individual school abroad, and it does not confer the right to call a school outside Finland a Finnish school. Any provider implying otherwise is overstating it.
The honest position on OPPI
We should state our own position precisely rather than let it be inferred.
OPPI is the programme operated by FGES, Finnish Global Education Solutions. FGES is the entity that holds Education Finland membership, and its listing is published on the Education Finland member directory. The credential sits with FGES, and OPPI is the programme FGES runs.
This distinction has caused genuine confusion, including for people researching us, because the marketed name and the credentialed entity are different words. So, plainly: when we say OPPI is backed by Education Finland, what that means is that FGES, which operates OPPI, is a member of the Education Finland programme. It does not mean the Finnish Ministry has accredited a curriculum for use in your school, because no such accreditation exists for anyone.

How to check any provider yourself
You do not have to take a provider's word for it, including ours. Four checks take about fifteen minutes.
1. Find them on the Education Finland member list. Search the name of the legal entity, not only the brand. Many providers market under a name different from the company that holds the membership.
2. Check what stage they actually cover. A large share of Finnish offerings sold internationally stop at around age five. If you run a K-12 school, ask directly what happens in Grade 3.
3. Ask whether it is a franchise or an affiliation. These are very different commitments. See affiliation versus franchise.
4. Ask to speak to a school that has run it for more than two years. Anyone can produce a happy first-year reference. Year three is where you learn whether the practice survived.
Claims to treat with caution
"Accredited by the Finnish Ministry of Education." The ministry does not accredit curricula for use in foreign private schools. Treat this as a red flag.
"A Finnish school in your city." A school abroad running Finnish pedagogy is not a Finnish school, and describing it that way misleads parents.
"Finnish curriculum certification for your students." Your students receive the certification of whichever authority you are actually affiliated to. Nobody can issue them a Finnish qualification.

The right question is not whether a provider says it is Finnish. It is which legal entity holds the credential, and what that credential actually certifies.
